Local dielectric function of nanomaterial

Is there any significant deviation observed in local/microscopic dielectric function (both real and imaginary part)of nanostructure material from the same for bulk material? If this deviation is observed, then is there any other effect behind this except quantum size effect?

    You might find this paper useful: http://www.optics.rochester.edu/workgroups/novotny/muri03/publications/novotny07a.pdf It explains how at nano-scale metals behave as plasmas and the propagating waves acquire a smaller effective wavelengths. Their skin depths become comparable to their dimensions and the waves travel into them.
