Why Ce3+ is luminescent but Ce4+ is dark?

Free Ce3+ ions or doped into nanoparticles LnPO4,LnF3, there will be very strong luminescence from Ce3+,but when we synthesize CeO2 nanoparticles, there isn’t any luminescence?
