Add pierce fuction to backend tags facility
Add a function to copy ("pierce") from one tag into a second.
Example: pierce tag:NEMO onto tag:nanoelectronics
All resources with the tag NEMO would also get the tag nanoelectronics. This is like a single merge with out the deletion of the merged tag.
