I think this is a crucial element of feedback to the contributors. A strong quote like that, easily found, can be a crucial element in a proposal. It also make the contributors feel good.

we should think about how to present these quotes. Certainly they should be sortable by tool/resource. But maybe also by date of posting of the comment?

Comments will include criticism and thus on occasion will be hard for the contributor (recipient) to accept. We should keep that in mind as we make this information more visible. In particular, there needs to be a way for us to respond to highly critical comment and unfairly critical comment.
In general, every collection of use data should be sortable by any field in the fundamental use record.

Let the owner of the resource “vote in” the comments one by one.
