tool pages and active tool pages should have the same tabs
Tool pages like:
http://nanohub.org/tools/bandstrlab
have tabs that list: About, Citations, Questions, Reviews, Wish List, Usage, Versions
Once a tool is launched an active tool session only shows:
"Tool, Questions, About"
I think it should roughly be the same list as the general tool page.

One downside of this is that it would add a lot of information to the page, making it slower to load. The upside is that everything would be more consistent.

Tool sessions have been restyled and no longer present the tabs at all as links to such information was/is being integrated directly into the apps.
