Are the general parameters the same for me to create a bipolar cylinder shaped ferromagnetic semiconductor on demand?

For example TiO2 doped with Cobalt so far has the highest Tc (better than 300K)which I need in the centimeter scale range. Photon and Electron charge carriers integration for creating Spin of 10 Gauss or greater to alter flux field geometry along with Plasma containment is another emerging need of Spintronics.
