Simplify availability of documentation for tools
Currently the documentation of tools and the tool itself are managed separately. The doc directory in the svn repositories provides an opportunity to create documentation along with the tool. When the tool is created or updated, the tool arcitecture should look in the doc directory for updates to the documentation instead of explicitly asking for separate documents to upload.

this needs to be part of the contribtool process. This may be a good way for developers to also manage and update these documents for validation and testing. This seems like a great way of handling this

It might be valuable to handle all types of documentation within a unified system in the contribtool process. This would tie into the wish list about featuring tutorial video documentation more prominently.
