CloseCaption support for courses

Need close caption support in courses such that the close caption file can be dropped on the lecture and it finds its way to the hubpresenter asset and creates an asset that allows for a download of the transcript as a simple text file or rtf file.

    Here are the example files.  Ok, seems I can only upload 1 file  per comment.

    Here we go again. Here's srt file with a .txt extension since it doesn't like the .srt extension.

    Here is the transcript in clean text format (i.e, no time information).  [Slide x] mark the beginning of each slide and such should have a paragraph break (e.g., blank line) to separate the slides/paragraphs.

    A link should appear in the offering list allow downloading of this transcript by the student.
