Rappture should be a "hub" group
We want to move wishes to the "Rappture" group, but right now there's no page (outside of Trac) for that group.

What should happen to rappture.org? Does the rappture group belong on HUBzero?

There also needs to be a way to deliver tickets. The same goes for “web” tickets.
