I am looking for example at the licensing site that is referring to various licenses.

    We have to be careful about applying this policy across the board. It’s hostile to users, as it tends to create lots of irritating windows on the desktop when overused. It’s okay to do this when you’re in the middle of one task and you need more information before you can complete it. For example, if you’re in the middle of setting a license within contribtool and we want to show possible licenses on opensource.org. In that context, it’s okay to pop a new window, since you wouldn’t want to lose the information about the tool that you were working on. But the links on the page about intellectual property considerations (http://nanohub.org/legal/licensing) should not pop another window. They’re just links. Popping a window would be user-hostile.

    Can you follow up with specific examples of pages where you think a new window should be opened because a task was in progress?
