We should implement a method to open URLs directly in a user's browser when they click on a link inside a tool.

Use case:  Joe needs to refer to a tool's wiki.  The tool's UI opens the wiki in the user's browser, or plays YouTube videos directly in the user's browser.

It would be terribly inefficient to watch a youtube video from within a tool session, through VNC, and would likely cause poor user experiences.
