Deep depletion occurs in an MOSCAPs when measuring the high-frequency capacitance while sweeping the Vg (gate voltage) quick enough that inversion layer is not completely formed as time required to generate minority carriers is more than Vg sweep time.
In MOSCAP with high frequency would display such CV characteristics.

I’m not sure I understand your question. Do you mean what happens physically in this region? The inversion layer does not form fully and the depletion region expands beyond its equilibrium boundary, so capacitance continues to decrease with applied voltage.
